Japanese Grand Prix – Here are all the penalties that were handed out during the Japanese GP weekend at Suzuka._ Japanese Grand Prix Penalties: Max Verstappen – Toro Rosso. Qualifying. Verstappen was found to have stopped his car on the racing line during Q2, a breach of Article 30.13 of the FIA Formula 1 Sporting Regulations. Car 33 experienced a sudden power loss at the exit of turn 11, the driver initially moved to the left side of the track towards a safe position and when it was about to stop, moved to the right onto the racing line, where it eventually stopped.
